Politics and paedophilia: the shadowy 70s group connected to abuse scandals

As the Prime Minister promises an inquiry into institutional paedophilia in the Home Office, the NHS and the BBC, the focus shifts back onto one highly controversial paedophile group active in the 1970s and 80s. What do we know about them?

The Paedophile Information Exchange (PIE) was an open pro-paedophile activist group that got support from both the left and the right in 1970s Britain. Labour politician Harriet Harman was among young left-wingers who worked for the National Council for Civil Liberties, the left-wing umbrella group that supported PIE.

And now the Conservative Home Secretary Leon Brittan has been accused of not taking any action against the group, and the Home Office under Margaret Thatcher has been implicated in funding and supporting them.

The discovery that over a hundred documents about paedophiles operating in the top echelons of the British establishment have been destroyed or lost, has prompted the Prime Minister to promise an inquiry today.

Former Home Secretary Leon Brittan admitted that he didn’t know what action had been taken after he was handed an explosive dossier alleging that top British officials had been operating a paedophile ring within Westminster during the 1970s and 80s.

A further allegation today linked the Paedophile Information Exchange group closer to the Home Office. The BBC alleged that Steven Adrian Smith a former leader of the group, worked as a contractor at the Home Office and stored paedophilia materials in his office there.

The existence of the group at all is of significant interest. Here are a few facts about it.

The group operated in the open for 10 years

the number of years that the Paedophile Information Exchange was active as an open organization. It was active for a full ten years between 1974 and 1984. The arrest of the former leader Tom O’Carroll, pictured above, in 1981, changed the organisation before it was disbanded three years later.
The members

PIE had a membership of approximately 180, according to research by two academics done into the group in 1978, and published in 1983.

Only two members were female, according to the same study.

The average member was in his 30s according to the survey, but members were distributed fairly evenly between 20 and 60.

different regular magazines were published by the group over the period. Understanding Paedophilia, replaced by MagPIE and additionally in 1977 PIE produced another regular publication called Childhood Rights. The text of one from 1978 is here.

The group made one submission to the House of Commons ‘Criminal Law Revision Committee’ putting the case that the age of consent should be lowered. The 17 page submission has been lost or destroyed, according to this response to a Freedom of Information request.

Who were the members?

The 1983 paper wrote up several case studies out of the 77 members they interviewed. Here are two of the men:

No. 12 ‘Adam’:
What was most obvious about Adam was his enthusiasm in discussing his paedophilic interests. More than any of the others interviewed, he seems to have declared openly his love for children, and he does not hesitate to express it when the opportunity arises, as it did in this situation. Subsequent to the interview, Adam contacted us to let us know that criminal proceedings had been brought against him and if we did not hear from him by a specific date then we should assume that he had been convicted and sentenced to prison. We did not hear from him again.
No. 55 ‘Peter’:
Peter was concerned that we should be given the ‘whole’ picture with respect to paedophilic behaviour and following his initial interview contacted us to see if he might come in again to provide us with more information, which he did. He appeared to be very much at ease discussing the paedophilic lifestyle, and he described in some detail the international scene, particularly as it occurs in countries where age of consent is not a factor, as in the Philippines. He gave the impression of being a travel agent for his paedophilic friends as his work in the airlines allows him to travel extensively and investigate circumstances in other countries. He came to the second interview with pictures, most of which he had taken himself, to give us examples of the types of boys he found attractive.
Supporters of the Paedophile Information Exchange

Figures as well known as Harriet Harman were linked to the left-wing umbrella group that supported PIE in the 1970s. The the National Council for Civil Liberties now called Liberty was key supporter of the group. And PIE was born out of the gay rights movement, and was initially advertised in Gay News. Ms Harman has said that her work for the Council was not involved with PIE in any way at the time and that she was disgusted by the connection.
